1. Letter of Intent – Purpose and Intended Use of the Domain Name
I hereby submit this formal application for a non-objection letter regarding the domain name malaysia.build.
Intended Purpose:
The domain malaysia.build was developed as a comprehensive real estate listings platform for the Malaysian property market. The intended use was and remains:
- A centralized real estate portal – providing property listings, market data, and real estate services to Malaysian consumers and industry professionals.
- A platform for property developers and agents – offering digital tools for listing management, lead generation, and market analytics.
- A resource for home buyers and investors – delivering property valuations, market trends, and investment insights specific to the Malaysian real estate sector.
Why the .build Extension:
The .build top-level domain was specifically chosen because:
- It is industry-appropriate for a real estate platform.
- It clearly communicates the purpose of the website to users.
- It aligns with international naming conventions for industry-specific platforms.
Why “Malaysia”:
The use of “Malaysia” was intended to:
- Clearly identify the geographic focus of the platform (the Malaysian property market).
- Serve worldwide / Malaysian consumers seeking property information within their national context.
- Build a trusted, locally-focused brand for the Malaysian real estate industry.
The Domain Name Is Irreplaceable:
The domain name malaysia.build is irreplaceable. The domain name itself tells the user exactly what the website does. It offers significant CEO advantages – it is memorable, authoritative, and self-explanatory. Unlike country-specific domains like .my (which are inherently limited to Malaysia), .build is a gTLD (generic Top-Level Domain) with no geographical limitation. The market is worldwide.
To Support International Visitors – Especially MM2H Participants:
To support international visitors, especially those exploring programs like the Malaysia My Second Home (MM2H) program, the platform was designed with a global audience in mind. The MM2H program is a key government initiative to attract foreign residents and investors to Malaysia. A global, easily discoverable domain like malaysia.build is essential to reach this audience effectively.

To Boost Malaysia’s Property Market:
Malaysia’s residential property market is showing mixed signals. While demand remains healthy (66,766 residential property transactions in Q3 2025, up 9.3% from the previous quarter), the market faces challenges:
- The nationwide house price index rose only 0.1% year-on-year in Q3 2025 – and when adjusted for inflation, prices actually dropped by 1.39%.
- Unsold housing stock is increasing again, with residential supply overhang rising 30.5% year-on-year to 28,672 units in Q3 2025.
- Housing starts fell by 12.1% year-on-year in the first three quarters of 2025.
- New planned supply dropped sharply by 31.7%.
A new, innovative platform like malaysia.build – with modern features, global reach, and targeted marketing – can help stimulate the market, connect buyers with sellers, and reduce overhang by increasing visibility for properties nationwide.

To Support Malaysia’s Digital Economy:
The platform is fully aligned with Malaysia Digital – a national strategic initiative by the Malaysian Government and MDEC (Malaysia Digital Economy Corporation) to drive digital transformation, attract high-value digital investments, and enable Malaysian businesses and citizens to play a leading part in the global digital revolution.
The platform operates within the Digital Trade, Digital Services, and Digital Tourism promoted sectors under the Malaysia Digital initiative. It supports the government’s goal of creating local entrepreneurs and global champions to increase the digital economy’s contribution to GDP.

Senator Support:
I have already received support from YB Senator Tuan Robert Lau Hui Yew, who brought my case to the floor of the Dewan Negara (Senate) and labeled the deletion a “Systemic Custodial Failure” and a “Digital Trade Barrier.”
Current Status:
The domain was registered in April 2014 and was in active development for over 10 years, including:
- Progressive Web App (PWA) development
- Mobile applications for iOS and Android
- Integrated FPX Payment Gateway (PayNet approved)
- Comprehensive real estate listings database
The domain was deleted in December 2023 by ICANN’s instruction, without prior notice, without EPP code, without appeal, and with nearly 5 months of paid validity remaining.

3. Justification for the Use of the Term “Malaysia”
Legitimate Geographic Identification:
The term “Malaysia” was used to accurately identify the geographic focus of the real estate platform. The intended audience was worldwide / malaysian consumers, property buyers, and industry professionals operating within Malaysia.
Precedent and Industry Practice:
The use of country names in domain names for locally-focused businesses is common practice globally. Examples include:
- malaysia.com – commercial domain operating for years
- malaysia.my – ccTLD domain under MCMC control
- Numerous “Malaysia” domains exist across various TLDs without government objection
No Misrepresentation:
The platform was not intended to:
- Represent itself as an official Malaysian government website
- Mislead users about its affiliation with the government
- Engage in any deceptive or fraudulent activity
The website content clearly identified itself as a commercial real estate platform, not a government site.
Duration of Use Without Objection:
The domain was registered and actively used for 10 years without any objection from:
- The Malaysian government
- MCMC
- ICANN (until the 2023 audit)
- Namecheap (which accepted transfer and renewals for 8 years)
The government’s own parliamentary reply confirms that no non-objection letter was ever issued – but it also confirms that the government did not actively object to the domain’s use for a decade.
Sovereignty Respect:
I have consistently sought to maintain the face of Malaysia (jaga maruah negara) throughout this process, including:
- Personally visiting the MCMC Sibu branch to escalate the complaint
- Raising the case through proper parliamentary channels
- Documenting the systemic failure to protect a Malaysian citizen’s digital asset
4. Official Supporting Documents (Requested)
As part of this application, I respectfully request that the Commission consider the following official documents as supporting evidence:
- Parliamentary Reply (March 2026)
The official parliamentary reply confirms:
- “The enforcement of registration policies and any follow-up actions are entirely subject to ICANN’s contractual and governance mechanisms, and are NOT a direct action of the Government of Malaysia.”
Significance: The government confirmed it did not order the deletion. ICANN acted alone.
- ICANN CEO’s Transcript (ICANN85, Mumbai, 12 March 2026)
The ICANN CEO admitted:
- “We asked the registry operator to correct this.”
Significance: ICANN had authority. ICANN ordered the deletion. ICANN’s “no authority” claim was false.
- Senator’s Question (Parliament, 11 March 2026)
Senator Tuan Robert Lau Hui Yew asked:
- “…whether the Ministry and MCMC will raise this issue at ICANN as a systemic custodial failure and a digital trade barrier that affects national sovereignty and investor confidence.”
Significance: The issue was raised at the highest level of Malaysian government.

5. Additional Supporting Information – Website/Portal Content & Structure
Intended Website Structure:
The malaysia.build platform was designed to serve the Malaysian real estate market with the following structure:

| Market Data | Historical price trends, transaction volumes, and market analysis by state |
| Developer Directory | Profiles of major and emerging property developers in Malaysia |
| Agent Network | Verified real estate agents and agencies |
| Home Buyer Resources | Guides, checklists, legal information for property buyers |
| Investment Insights | Analysis of property investment opportunities in Malaysian markets |
| News & Updates | Real estate industry news, policy changes, and market announcements |
Technical Development:
- Platform Type: Progressive Web App (PWA)
- Mobile Applications: Android (Try https://malaysia.sibu.design/android/malaysia-build.apk) and iOS (The iOS application is ready; however, due to the unauthorized deletion of the domain, the iOS app is not allowed to be exported to iOS devices, as Apple’s developer ecosystem requires verified domain ownership for secure distribution.)
- Payment Integration: FPX Payment Gateway (PayNet approved). See https://www.youtube.com/watch?v=ZaLGYmwsyKg&t=6s
- Database: Comprehensive real estate listings database
- Demo Website: https://malaysia.sibu.design (live demo showcasing nearly 90% of all key features)
- Video Demonstrations: Available at https://loss.co/videos
- Full Project Documentation: https://loss.co/the-project/
Development Investment:
Over 10 years of full-time development was invested in the platform prior to the domain deletion. The project represented a significant personal and financial commitment to building a digital asset serving the Malaysian real estate market.

Conclusion of Application
